Turning on the Zap: New York City Readies World's Largest UV Drinking-Water Disinfection Plant

In two months the Big Apple will begin relying on both ultraviolet light and chlorination to rid its drinking water of cryptosporidium, giardia and other pathogens

As World Water Week celebrates its 21st anniversary in Stockholm this week, New York City is two months away from opening the world's largest ultraviolet (UV) drinking-water disinfection plant. When the lights go on, the facility's 56 massive UV units will neutralize waterborne pathogens in all the drinking water coming from the city's major sources?the Delaware County and Catskill watersheds. The facility will process up to nine billion liters daily, adding a second layer of sanitation to the chlorine treatment that has been applied for years.

The Delaware?Catskill watersheds, located 160 kilometers north of the metropolis, have historically not required filtration or multiple methods of disinfection. More stringent U.S. Environmental Protection Agency (EPA) regulations in recent years and increased development around these bodies of water over the past decade, however, have prompted the city to add more protection against potentially disease-causing microorganisms.

The new, $1.6-billion Catskill?Delaware Ultraviolet Disinfection Facility?built some 50 kilometers north of Manhattan on 62 hectares in the towns of Mount Pleasant and Greenburgh in Westchester County, N.Y.?is scheduled to go live by October 29. As water flows through each of its 151-million-liter disinfection units, the UV light will alter the DNA of cryptosporidium, giardia and other waterborne pathogens, rendering them unable to replicate. Blooms of these microorganisms can cause nausea, cramps, diarrhea and even more serious maladies.

Water-flow pipes connect to either end of the 7,200-kilogram rectangular stainless steel UV disinfection reactors, each of which is about 5.8 meters long, 1.7 meters wide and 2.3 meters tall. Water moves through each reactor at about 1.5 meters per second, passing within centimeters of that unit's 210 UV lamps. The Catskill?Delaware facility as a whole is expected to use up to 6.3 megawatts of power when the water is at the maximum flow. On normal days, when about five billion liters are flowing, energy usage should not exceed 4.5 megawatts, according to Trojan Technologies, Inc., the wholly owned subsidiary of Danaher Corp., which built the facility.

Trojan's operation will dwarf the San Francisco Public Utilities Commission's Tesla Treatment Facility, which opened in July 2011. That $114-million project is California's largest UV water disinfection facility, treating up to 1.2 billion liters of water per day for the Bay Area from the Hetch Hetchy Reservoir in Yosemite National Park.

In 2006 the EPA began requiring unfiltered surface water treatment systems, including the one delivering New York City's drinking water, to either filter its drinking water or install some other barrier for microorganisms besides chlorine treatment. The city's alternative to UV would have been to build a much more expensive filtration facility (pdf) that passed drinking water through a series of porous materials?typically layers of sand, gravel and charcoal?helping to remove tiny chemicals, hazardous materials and toxins.

The EPA's requirements make sense, given that neither chlorine nor UV treatments can by themselves mitigate all threats to drinking water. Whereas cryptosporidium is highly resistant to chlorine, UV has proved effective at controlling the parasite. On the other hand, adenovirus is notoriously resistant to UV disinfection but can be killed using chlorine.

Although adenovirus is not typically found in surface water repositories, New York's watersheds are not entirely free of risk because of the growing population and increased development in those areas, says Mark Sobsey, University of North Carolina at Chapel Hill professor of environmental sciences and engineering and director of the school's Environmental Microbiology Laboratory. "We have to assume that there is some risk of adenoviruses getting into these water sources from human fecal contamination, such as septic tank effluents that may discharge into some waters and eventually enter the reservoirs," he adds.

The good news?between the new UV facility and the requirement that all municipal and community drinking water supplies use a chemical disinfectant, any risk that adenovirus would contaminate the city's water supply is negligible, Sobsey says.

China frees Yahoo! dissident after 10 years

A Chinese dissident convicted based on evidence provided by US Internet giant Yahoo! was released from prison on Friday after serving a 10-year term for subversion, his wife said.

Wang Xiaoning, who spent a decade in jail for calling for democratic reform in China and criticising one-party rule, was released from prison early Friday "in a good mental and physical state", his wife Yu Ling told AFP.

The 62-year-old became a cause celebre after a Beijing court named Yahoo Holdings (Hong Kong) as the source of evidence that led to his 2003 conviction, in a public relations disaster for the company.

Yu said she had "stayed up half the night" in a police station waiting for her husband, after police visited her house to inform her of his release.

"I'm really happy my husband is home," she told AFP, speaking by telephone from the couple's home in Beijing, where she said her husband was resting after his release.

She said Wang should never have served a prison sentence for distributing essays that advocated democratic reform and criticised China's one-party Communist rule using his Yahoo! email account.

"He didn't commit any crime," Yu said. "He just expressed his own opinions."

Yahoo! executives who testified before the US Congress said they were legally obliged to divulge information about their users to the Chinese government and that they were unaware it would be used to convict dissidents.

The company also provided evidence in the case of poet and activist Shi Tao, who was sentenced to 10 years for leaking state secrets in 2005 after he sent an email overseas containing information on a crackdown on democracy advocates.

Yahoo! later apologised and in 2007 paid compensation to Wang's wife after the World Organization for Human Rights lodged a lawsuit that also named Shi.

The press freedom group Reporters Without Borders said it was pleased to learn of Wang's release but that dozens of others remain jailed in China for similar offences.

"We are relieved to know that Wang Xiaoning is finally free and we share the joy of his family and friends," it said in a statement.

"However, we note that he served his sentence in its entirety and there has been no question of leniency on the part of the Chinese authorities... We repeat our appeal for the release of the 67 netizens and journalists still in prison in China for their reporting activities."

In particular RSF called for the release of dissident Chen Pingfu, whose trial is due to open on September 5.

Rights groups say subversion charges in China are often used to jail government critics. Nobel Peace Prize winner Liu Xiaobo was convicted on the same charge in 2009 and sentenced to 11 years in prison.

Chinese authorities will suspend Wang's political rights for two more years and "may continue to place restrictions" on him, Yu said, without giving specifics. Wang was not available for interview.

Wang's family members were often followed, photographed and videotaped by authorities while he was in prison, US-based Human Rights in China said.

The couple have a son, but the organisation said Yu was not optimistic that the family could live a normal life following Wang's release, quoting her as saying her husband "is leaving a small prison only to enter a big prison".

Wang served the full 10 years of his sentence because he refused to admit he was guilty of the state subversion charges, despite considerable pressure from prison officers to do so, Human Rights in China said.

Yu has refused to say how much money Yahoo! paid in compensation, but has said she was impressed with the US Congress and court system.

Ann Romney might be gearing up for her role as potential first lady, but she might also wanna prep for another one: TV star. Mitt Romney's 63-year-old missus openly professed her love for "Modern Family" to Entertainment Tonight, and now its creator, Steve Levitan, has offered her a spot on the show -- while slyly taking dig at her husband's anti-gay-marriage stance.

The showrunner took to Twitter yesterday and wrote: "Thrilled Ann Romney says ModFam is her favorite show. We'll offer her the role of officiant at Mitch & Cam's wedding. As soon as it's legal."

Contracts to buy US homes hits 2-year high in July

(AP) ? Americans signed the most contracts to buy homes in July than at any other point in the last two years, further evidence of a housing recovery.

The National Association of Realtors said Wednesday that its index of sales agreements for previously occupied homes jumped 2.4 percent in July to 101.7. That's higher than June's reading of 99.3. It's also the highest reading since April 2010, the last month that buyers could qualify for a federal home-buying tax credit.

A reading of 100 is considered healthy. The index is 12.4 percent higher than July 2011. It bottomed at 75.88 in June 2010 after the tax credit expired.

Contract signings typically indicate where the housing market is headed. There's generally a one- to two-month lag between a signed contract and a completed deal.

The Realtors' group said contract signings increased in July in all regions of the U.S. except for the West, which it said has a severe shortage of available homes for sale.

The increase is the latest sign that the home sales are finally rebounding five years after the housing bubble burst.

Last week, the National Association of Realtors said completed sales of previously occupied homes jumped 10 percent in July compared with the same month last year. Sales of newly built homes were up 25 percent in that same 12-month period.

Builder confidence rose this month to its highest level in five years. And the average rate on a 30-year fixed mortgage has been below 4 percent all year.

Home prices have also started to rise consistently, which could boost sales further in the months to come. The Standard & Poor's/Case Shiller index released Tuesday showed the first year-over-year increase in home prices since September 2010.

Still, the housing market has a long way to go to reach a full recovery. Some economists forecast that sales of previously occupied homes will rise 8 percent this year to about 4.6 million. That's still well below the 5.5 million annual sales pace that is considered healthy.

One trend holding back sales is that inventories of homes are low.

Overall, there were 2.4 million homes for sale in July, down 24 percent in the past year. It would take about 6.4 months to exhaust that supply at the current sales pace. That's just above the six months' inventory that typically exists in a healthy economy.

(AP) ? With Isaac bearing down on New Orleans, the city finds itself at a delicate moment in its rebuilding since Hurricane Katrina struck seven years ago.

Private and government investment is fueling the push to overhaul some of the city's troubled but culturally rich neighborhoods near the French Quarter, where poor families are being replaced as wealthier ones move in. While the city's in a boom and even gentrifying, some question whether it will wither the roots that grew the city's distinctive identity.

"New Orleans is becoming a boutique city like San Francisco," said Gary Clark, a politics professor at Dillard University. "You may see black middle class moving in, but with gentrification there's overwhelmingly white individuals of means who become the new urban pioneers."

The number of whites, although smaller than before Katrina, has grown as an overall percentage from 28 percent to 33 percent of the city's population. The city has its first white mayor since the 1970s, while the City Council now has a majority of white members.

On the flip side, blacks say there's danger that their community will be diminished in a city that owes deep cultural and economic debts to its Afro-Caribbean roots. Since the storm the African-American community has shrunk by about 118,500 people, dropping from about 68 percent of the population to about 60 percent.

"(Blacks) don't see themselves as being a part of the recovery economy and getting real opportunity," said Nolan V. Rollins, the Urban League of Greater New Orleans president.

It's not clear what effect Isaac could have on the city. On Tuesday afternoon, the storm had become a Category 1 hurricane with winds of 75 mph.

Isaac was expected to come ashore near New Orleans by early Wednesday, the seventh anniversary of Katrina's devastating strike on the city.

This winter the U.S. Department of Housing and Urban Development plans to demolish the last of the New Deal-era public housing still standing in New Orleans ? the 850-unit Iberville complex. It was erected over the slums of what was for a time the nation's only legal red-light district, Storyville.

The demolition is part of a $31 million HUD "choice neighborhoods" project, a concept pushed by the Obama administration across the nation. HUD hopes that by starting the process of gentrification, private investment will follow and the communities will become desirable places for all races and classes to live in.

Linda Couch, a public housing expert at the National Low-Income Housing Coalition, said the new approach "has the elements of success."

Meanwhile, another $4 billion in private and government investment has been pouring into the historic neighborhoods of Iberville and Treme, the hearth of the city's African-American culture.

The 1.4 square miles where much of the redevelopment is occurring has long been known for gumbo, jazz, voodoo and civil rights pioneers. Immigrants from around the world lived side by side with blacks in Treme and Iberville, where Louis Armstrong once walked the streets and delivered coal as a boy.

But the entire area fell on hard times after the 1960s, as whites moved to the suburbs and bad urban planning took its toll. By the time Katrina hit, it was struggling and looked like an urban desert of blight, drugs and abandonment in many areas.

The plan for redeveloping the area could include the removal of a noisy concrete interstate expressway that runs through Treme with the hope of restoring what was one of the city's main streets for black commerce. Work is already underway to turn an unused rail corridor into a miles-long walking and bike path called the Lafitte Greenway, turning old schools into new charters and opening "fresh-food" supermarkets.

Taking down the Iberville housing complex is crucial, planners say, to connect Treme with the downtown's theater and business district on Canal Street.

"I think we can retain the soul of New Orleans and in fact enhance it by going through this process," said David Gilmore, a HUD housing expert leading the planning effort.

Many residents see a chance to save neighborhoods that have fallen prey to drugs, poverty and blight.

"We're happy if someone moves down the street into a blighted property," said Jennifer Jones, the self-styled "queen of the second-line" and member of a Treme family of musicians. "No one's angry about whites moving in. When we grew up, there was a lot of mixing going on," Jones said.

But others are apprehensive.

"Maybe they've got their reason," said Lionel Glenn, a 69-year-old retired laborer who ended up at Iberville after another project he was in was torn down after Katrina. "I'd like to stay, but I've got to move."

A recent article in a black community newspaper, The New Orleans Tribune, blared: "They're here" in referring to whites looking to buy up inner-city property. The headline read: "Gentrification: The New Segregation."

Unlike the other redevelopments after Katrina, HUD promises to find housing for all the 440 families at Iberville within about 1 mile of the project.

After Katrina, most of the city's projects were torn down quickly and families were dispersed across the nation. Advocates charged that policy forced poor families out of New Orleans. Public housing units were cut in half at those complexes.

"What has happened is exactly what many people predicted would happen," said Lance Hill, who runs the Southern Institute for Education and Research, a race relations center at Tulane University. "Blacks have ended up in apartments ringing the city."

Mayor Mitch Landrieu says there is no reason to fear the redevelopment.

"We're building it back better than it ever was before and the way it always should have been."

In Treme, there are about 200 more white households than before Katrina, Census data shows. Newcomers and old-timers have clashed, even at times over the noise from the impromptu second-lines, the cherished musical parades, which routinely break out. Also, longtime residents worry about the closing of neighborhood bars.

"They are looking for a French Quarter look-a-alike but with a bedroom community feel," said Al Jackson, a Treme resident and historian.

One newcomer is David Williams, a 49-year-old school administrator. He bought an historic home that for now he rents out. The last batch he rented to was a group of young people with Americorps.

Once their son leaves home, he and his wife have talked about moving into the city and living in the house they've bought.

"In 10 years (this neighborhood) is going to look like Treme does a block away from the French Quarter," he said.

NASA satellites have been providing valuable data to forecasters at the National Hurricane Center watching the development and progression of powerful Tropical Storm Isaac as it heads for landfall.

The Moderate Resolution Imaging Spectroradiometer (MODIS) instrument on NASA's Aqua satellite captured this visible image of Tropical Storm Isaac on Aug. 27 at 3:00 p.m. EDT is it was moving northwest through the Gulf of Mexico. Issac's large reach is seen by its eastern cloud cover over the entire state of Florida. At the same time, the Atmospheric Infrared Sounder (AIRS) instrument on Aqua captured infrared data on Isaac's clouds. Cloud top temperatures were colder than ?F (-52C) around the center of circulation and the western quadrant of the storm, and in a large band of thunderstorms east of the center of circulation, over Florida and parts of Cuba. That's where the strongest storms and heaviest rainfall was occurring.

On Aug. 28 at 8:40 a.m. EDT, a visible image of Tropical Storm Isaac taken from NOAA's GOES-13 satellite showed the huge extent of the storm, where the eastern-most clouds lie over the Carolinas and the western-most clouds are brushing east Texas. The image was created by the NASA GOES Project at the NASA Goddard Space Flight Center in Greenbelt, Md. Tropical-storm-force winds extend outward up to 205 miles (335 km) from the center of circulation, making the storm about 410 miles in diameter.

Warnings and watches in effect on Tuesday, Aug. 28, 2012 are many. A hurricane warning is in effect for east of Morgan City Louisiana to the Alabama-Florida Border, including Metropolitan New Orleans, Lake Pontchartrain, and Lake Maurepas. A hurricane watch is in effect for Intracoastal City to Morgan City, Louisiana. Tropical Storm Warnings are in effect from the Alabama-Florida border to the Aucilla River, and Morgan City to Cameron, Louisiana. A Tropical Storm Watch is in effect from east of High Island, Texas to just west of Cameron, Louisiana.

On Aug. 28 at 8 a.m. EDT, Tropical Storm Issac's maximum sustained winds were just under hurricane force, at 70 mph (110 kmh). The center of Tropical Storm Isaac was located near latitude 27.8 north and longitude 88.2 west, only about 105 miles (170 km) south-southeast of the mouth of the Mississippi River. Isaac is moving northwest at 7 mph (11 kmh) and is expected to continue in that direction for the next day or two, but it's speed is expected to fluctuate. The National Hurricane Center noted that the center of Isaac will be near or over the Louisiana coast tonight, Aug. 28, or early on Aug. 29.

Storm surge is a deadly part of any landfalling tropical cyclone. The National Hurricane Center (NHC) is warning that storm surge will be highest from Isaac from southeastern Louisiana to Mississippi, where surge levels are expected between 6 and 12 feet during times of high tide. Alabama's coast may experience surge between 4 and 8 feet, while south-central Louisiana and the Florida panhandle can expect between 3 and 6 feet. Florida's west coast including Apalachee Bay can expect a storm surge between 1 and 3 feet.

The NHC expects hurricane conditions in the northern Gulf Coast warning area during the afternoon of Aug. 28. As conditions worsen, isolated tornadoes are possible as with any landfalling tropical cyclone.

NASA's Tropical Rainfall Measuring Mission (TRMM) satellite has seen large rainfall rates within Tropical Storm Isaac, and those large rainfall rates and slow movement of the storm will lead to high rainfall totals. The National Hurricane Center expects 7 to 14 inches of rain with possible isolated maximum amounts of 20 inches in southeastern Louisiana, southern Mississippi, southern Alabama and the extreme western Florida Panhandle.

Networks prepare to juggle politics, weather

NEW YORK (AP) ? Television networks began juggling two major stories on Monday, still wondering whether Tropical Storm Isaac will cause them to divert a large amount of attention from the Republican national convention in Tampa.

Anderson Cooper of CNN and Shepard Smith of Fox News Channel were shifted by their networks from Tampa to New Orleans, where the storm appeared headed. It's an odd rerun for both of them: four years ago they left a GOP convention to head to the gulf region ahead of Hurricane Gustav. MSNBC was sending Tamron Hall and Lester Holt to New Orleans in advance of Isaac, and Soledad O'Brien was joining Cooper for CNN.

The major broadcast networks haven't shifted resources yet. Even before the Republicans chose to cancel the first night of the convention on Monday and compress the action into three days, ABC, CBS and NBC had not planned on broadcasting from Tampa on Monday night. Each has scheduled an hour of convention coverage over the next three nights.

"We continue to watch the storm closely and we will have correspondent coverage throughout the region," said Ingrid Ciprian-Matthews, vice president of CBS News. "We will reposition some of our resources as necessary."

Brian Williams of NBC News has taken an intense interest in the New Orleans area since Hurricane Katrina seven years ago, but there are no immediate plans for him to switch cities. NBC's coverage is augmented through its partnership with The Weather Channel, also owned by the Comcast Corp.

The cancellation of Monday's convention activities due to Isaac already forced schedule changes upon television networks. Fox News Channel is reverting to its regular prime-time schedule. CNN is rerunning a documentary on Republican Mitt Romney that first aired Sunday night. PBS had three hours of convention coverage scheduled for Monday night, but instead shifted to entertainment programming.

Throughout Monday, CNN mixed coverage of the storm with political stories from Tampa. Even when its correspondents were talking politics, the lower portion of the network's screen flashed updates on the path and wind speed of Isaac. The network has plenty of experience following multiple stories, said Sam Feist, CNN political director.

"This is CNN," Feist said. "We can walk and chew gum at the same time."

The uncertainty about the storm's path and strength made for uncertainty among Republicans, too.

"This is a difficult set of circumstances for the Republicans," said Fox's Smith, "because as this storm comes through it's going to be fighting for TV time, and newspaper headline time and water cooler talk time. The Republicans had hoped they would be able to have all of the attention of themselves for the next few days and it would appear that Isaac has thrown a wrench in that."

Networks strive, as best they can, to be fair to both parties in terms of television time around the conventions. Even with the storm, Feist said he expects the Republicans to get as much or more coverage than the Democrats, primarily because of the GOP's original plan to have a four-night convention.

Television didn't even need the convention to start to produce some fireworks on Monday. MSNBC's "Morning Joe" featured a bitter confrontation with MSNBC anchor Chris Matthews attacking Republican National Committee Chairman Reince Priebus on Romney campaign tactics, leaving show hosts Joe Scarborough and Mika Brzezinski plainly uncomfortable.

(Evan Vucci/AP)After months of negative attacks from his Democratic opponents, Mitt Romney is trying to turn his experience at Bain Capital into a positive for his campaign, arguing in a new Wall Street Journal editorial the experience he gained there would help him in the White House.

"The lessons I learned over my 15 years at Bain Capital were valuable in helping me turn around the 2002 Winter Olympics in Salt Lake City. They also helped me as governor of Massachusetts to turn a budget deficit into a surplus and reduce our unemployment rate to 4.7 percent," Romney writes in the editorial published online late Thursday. "The lessons from that time would help me as president to fix our economy, create jobs and get things done in Washington."

It's a message Romney and his aides have communicated previously on the campaign trail. But it still hasn't quite resonated with voters, amid withering attacks from President Barack Obama's re-election campaign and its allies over Romney's business record.

In the Journal op-ed, Romney argues that his experience at Bain confirmed his "belief in empowering people" and gave him an up close look at how thing like high energy costs and massive regulations impact businesses. Echoing a story that has already been the subject of a Romney campaign ad, the presumptive Republican nominee cites Bain's role in building up an Indiana-based Steel Dynamics by equipping it with new technology.

He says the experience taught him "that we must have a level playing field in international trade." "As president, I will challenge unfair trade practices that are harming American workers," Romney writes.

Among other things, Romney says his time at Bain offered leadership lessons that will help him to take steps to reduce the federal deficit. He also argues that he knows first hand what it's like to start and operate a business?a sly dig at Obama, whom he's frequently criticized for lacking private sector experience and for being hostile to businesses.

"I'm not sure Bain Capital could have grown or turned around some of the companies we invested in had we faced today's anti-business environment," Romney writes.

"I know what it takes to turn around difficult situations," he adds. "And I will put that experience to work, to get our economy back on track, create jobs, strengthen the middle class and lay the groundwork for America's increased competitiveness in the world."

Hobbled Wozniacki says she'll be ready for US Open

Caroline Wozniacki retired from her semi-final match against Maria Kirilenko at the New Haven Open, with a knee injury ending her bid for a fifth straight title in the US Open tune-up.

Wozniacki hurt her right knee in a quarter-final victory over Slovakia's Dominika Cibulkova on Thursday.

She had lost the first set to Kirilenko 7-5 when she called for the trainer.

"It's definitely not the way I would have liked to have finished," said Wozniacki, who was trying to join Martina Navratilova, Steffi Graf and Chris Evert as the only players to win five straight titles at the same WTA event.

"You know, it's unfortunate," the Dane said. "But these things happen.

"It was a difficult decision to stop."

Wozniacki said she opted to play after doctors told her she probably wouldn't make the injury worse. But it troubled her in the first set and she decided to rest her leg for a couple of days in a bid to be ready for the US Open starting on Monday.

Wozniacki suffered her first match defeat at New Haven, where she was the four-time defending champion.

"Unfortunately my run for a 5th straight title here in New Haven came to an end," Wozniacki said on Twitter. "Had to retire because of a knee injury.

"Some treatment and ice and I should be all good for the open next week!"

In Saturday's final, Kirilenko will face second-seeded Czech Petra Kvitova, who defeated fourth-seeded Sara Errani, 6-1, 6-3.

Kvitova, who claimed her first title of 2012 with a victory over China's Li Na at Montreal on August 12, had already secured the top spot in the US Open Series standings thanks to her performance in the series events leading up to the final Grand Slam of the season.

That gives the former Wimbledon champion a chance to claim a $1 million bonus with a victory at Flushing Meadows.
