U.S. tells G8 Syria's Assad must go, cites Yemen as model

CAMP DAVID, Maryland (Reuters) - President Barack Obama told G8 leaders meeting at Camp David that Syrian President Bashar al-Assad must leave power, and pointed to Yemen as a model of how political transition could work there, the White House said on Saturday.

Ben Rhodes, an Obama deputy national security adviser, said the recent focus on securing access for U.N. monitors and keeping track of ceasefires had distracted from the fundamental problems in Syria, where Assad, whose father ruled the country before him, has been attacking protesters for 14 months.

The United Nations estimates some 9,000 people have been killed in Syria since the start of the uprising in March 2011, when unrest that toppled leaders in Egypt, Tunisia and elsewhere was spreading across North Africa.

Washington's patience has been wearing thin with Assad, who said he would adhere to a U.N.-Arab League peace plan but has failed to bring violence to a full halt, blaming "terrorists" for recent attacks in Damascus and elsewhere.

"It is our assessment that you are not going to be able to solve this problem just with monitors and ceasefires, that you need to have a political process underway that is responsive to the Syrian people, because otherwise you are not going to solve the problem," Rhodes said.

He said the G8 leaders - from Britain, France, Germany, Italy, Japan, Russia and Canada, plus the United States which is hosting the summit - discussed during their dinner on Friday how a political transition could take place in Syria.

Alone among the eight, Russia has supported Assad and opposed stiffer U.N. sanctions against domestic.

"Some may like or dislike the Syrian government, some may have different views on the last election which took place in Syria but one cannot avoid a question - if Assad goes, who will replace him?" said Mikhail Margelov, a Russian parliamentarian and aide to Prime Minister Dmitry Medvedev.

"We believe that the Syrian crisis can not be dealt with an axe, one should work on it with a pair of pincers," he said.

Obama brought up Yemen as an example of a leader departing power peacefully and ushering in a democratic process, Rhodes said, telling the press: "Our point was that we need to see political transition underway that brings real change to Syria."

"We believe that change has to include Bashar al-Assad leaving power. And unless you begin the process of a political transition of some sort, you are not going to be able to deal with reducing the violence and addressing the grievances of the people who came out in the street to start with," Rhodes said.

Former Yemeni President Ali Abdullah Saleh ruled the poor Gulf nation for 33 years and was eventually unseated after an uprising against him last year that split the country's armed forces into warring factions.

Saleh was granted immunity from prosecution over the killing of protesters as part of power transfer deal that eased him out of office. Many Yemenis believe Saleh ought to have been put on trial; rights groups say hundreds of protesters were killed his security forces in the revolt.

U.N. Security General Ban Ki-moon said this month there was only a narrow window of opportunity to avert full-scale civil war in Syria, which borders Turkey, Jordan, Israel, Iraq and Lebanon. The country's 23 million people comprise a mix of sects and ethnic groups whose tensions could resonate in the region.

Functional coatings from the plasma nozzle

ScienceDaily (May 18, 2012) ? These coatings offer protection against rust, scratches and moisture and improve adhesion: Surfaces with a nano coating. A new plasma process enables these coatings to be applied more easily and cost-efficiently -- on an industrial scale.

When manufacturing products, the coating technology is a key innovation driver for almost all areas of daily life -- for example, for making scratch-proof displays for smart phones or anti-bacterial surfaces in refrigerators. Other coatings protect components from corrosion or aging, for example in a solar cell module or a car engine, without the end user noticing their existence. In industry today, wet chemical processes or vacuum plasma processes are primarily used for coating applications. Both have drawbacks. Vacuum units are expensive, limited to smaller components and applying a coating takes a relatively long time. Wet chemical processes often involve high resource and energy consumption with the corresponding environmental damage and can also cause difficulties in the handling of material combinations for lightweight construction such as plastics/ metals or aluminum/steel.

"There has to be another way," thought Dr. J?rg Ihde and Dr. Uwe Lommatzsch from the Fraunhofer Institute for Manufacturing Technology and Advanced Materials IFAM in Bremen. Together with Plasmatreat GmbH, the IFAM team developed a new kind of plasma coating process that works at ambient pressure, that is to say, in an open atmosphere. "And that poses a major challenge," explains J?rg Ihde. "Because the pressure is more than 10,000 times higher and the absence of a vacuum reactor, we had to stop unwanted particles from forming and embedding in the coating. That was the key to developing robust and efficient industrial processes using the new plasma system.

One nozzle -- various functional coatings

The central element is a plasma nozzle. The nozzle is no bigger than a typical spray can. Yet it contains a highly complex coating system. "In the nozzle, an electrical discharge generates small flashes -- a plasma that is expelled from the nozzle in the form of a jet. We systematically feed into the nozzle outlet those materials that are excited and fragmented in the plasma and then deposited out of the plasma jet as a functional nano-layer onto the surface," explains Uwe Lommatzsch. "We achieve extremely high deposition rates, enabling fast and cost-effective production processes to be realized."

The use of a nozzle allows the coating to be applied very precisely and only where it is needed, thus conserving resources. "We can control the processes so that the same nozzle can be used to apply coatings with various functionalities, for corrosion protection or for increasing or reducing adhesion, for instance," adds J?rg Ihde. Only very small amounts of coating material are required and practically all materials and material combinations can be coated. The process offers, in addition to the coating qualities and functionalities, even more benefits: it can be easily integrated into an inline production process, requires little space and is easy to automate, meaning it can be controlled via a robot. Yet another advantage: low investment costs and easy on the environment. The positive characteristics benefit industrial production: depositing an adhesion-promoting coating on a car window edge before gluing it in, to replace environmentally damaging chemicals or as a substitute for thick protective paint on printed circuit boards, which improves heat dissipation and hence prolongs service life. The process is already employed in the automotive industry and the energy sector to provide protection against corrosion and aging.

One of this year's Joseph-von-Fraunhofer prizes was awarded to Dr. J?rg Ihde and Dr. Uwe Lommatzsch for their development of a resource-efficient process for the high-rate deposition of functional nano-layers.

TSA aims to screen all cargo on US-bound flights year's end

Nearly five years after the 9/11 Commission Act recommended that 100 percent of cargo aboard passenger planes be screened, The Transportation Security Administration has announced a deadline to meet the requirement.

TSA on Wednesday set Dec. 3, 2012, as the mark for carriers to conduct full cargo screening on international flights bound for the United States. As of that date, all cargo on international flights must undergo screening for explosives, TSA said in a press release.

The system adds additional ?risk-based, intelligence-driven procedures,? before items are shipped and ?enhanced screening? for shipments designated at a higher risk, TSA said.

?Harmonizing security efforts with our international and industry partners is a vital step in securing the global supply chain,? TSA Administrator John S. Pistole said in a news release announcing the deadline. ?By making greater use of intelligence, TSA can strengthen screening processes and ensure the screening of all cargo shipments without impeding the flow of commerce.?

Air carriers often transport commercial items in their jets' cargo holds. On larger planes, numerous containers sealed by the shipper -- roughly the size of a Volkswagen beetle -- fill up the space.

The nation's 15 largest airlines were on time 84 percent from January through March of this year according to new data from the Transportation Department. NBC's Brian Williams reports.

Douglas R. Laird, president of Laird & Associates, Inc., an aviation security consulting firm, says just because 100 percent of cargo is screened doesn?t mean that nothing could slip through detection.

?That sounds good on its face, but there really is no good technology to fully screen some of the larger cargo, like containers,? Laird told msnbc.com, noting that the newest computerized machines are good at sniffing out potential explosives in suitcases and packages, but aren't useful on such cargo as containers and and other big items like high-end cars that end up on airplanes. ?

Risk-based intelligence, he explained, is essentially profiling the shipper to determine whether that company or individual poses a potential risk. A terrorist, however, could try to target a shipping company by getting a job there.

?Everyone want?s 100 percent, but the only problem is there is no such thing as 100 percent,? he said.

State Department has no set standards for countries placed on warning list. KNTV's Elyce Kirchner reports.
